Stanley B. Williams started the practice after he was personally faced with the problems of a close relative who was expelled numerous times for reasons that the school administrators could not pinpoint. It was later determined that his great-nephew should have been enrolled in an individualized, intensive, and purposeful instruction designed to address the distinct learning problems he was encountering in his environment.
Mr. Williams’ recognized that if he had known then what he knows today about the rights of children with special needs, he could have ensured that his great-nephew’s disabilities were addressed sooner. Perhaps then, his great-nephew would have completed high school and gone on to fulfill a productive life; instead, he dropped out of high school with a poor school record and is currently incarcerated. Through this experience, Mr. Williams came to realize that his family was not alone in their frustration over his great-nephew being improperly diagnosed and placed. This episode compelled him to establish a special education law practice. The attorneys and staff of Williams Legal Services are committed to improving the lives of children with special needs by advocating for free and appropriate education.
Stanley B. Williams, Esq.
Prior to founding Williams Legal Services, LLC, Mr. Williams was the president / principal of Western Management Services-Construction, Inc. (WMS). His firm provided construction contract management services to construction project owners and contractors, with an emphasis on contract administration, litigation support and other services within the legal and construction arenas. During its 25-year history, WMS has provided construction claims services for a number of governmental entities, including, Stapleton International Airport and Denver International Airport.
Mr. Williams has prepared Requests for Equitable Adjustment (REA) to public contracts for several Colorado-based construction firms, and has experienced a high degree of success in negotiating settlements for a high percentage of the amounts requested. Mr. Williams has also completed engagements providing expert witness testimony in complex water facilities and airport construction law suits, as well as acting as arbitrator and construction disputes hearing officer.
Mr. Williams received his B.S. in Industrial-Construction Management from Colorado State University and his Juris Doctorate Degree from Denver University – College of Law. He is admitted to practice in the state of Colorado.
Travis A. Murrell, Esq.
Special Education Consultant
Travis A. Murrell has been at the forefront of special education from the inception of the federal laws mandating that all public school children be provided with a free and appropriate public education. In 1977, he became one of the first Hearing Officers under the Education of the Handicapped Act which has now become the Individuals with Disabilities Education Act (IDEA). After many years as a Hearing Officer, Mr. Murrell stepped down to represent parents and children as an attorney in order to secure and give realization to their rights under the IDEA.
While litigating for the rights of special education students, Mr. Murrell saw expanded needs that could not be addressed by legal action alone. He began a company that provided evaluations for students who languished without such services. Going further, he founded schools for emotionally disturbed students and learning disabled students. Thus he developed strategies that met the spectrum of needs for children with special needs.
After giving them a good start, Mr. Murrell divested himself of those entities and concentrated his efforts on providing advocacy for as many students as possible. To that end he consults on special education matters on a national scale and is proud to lend his knowledge and experience to Williams Legal Services.
Mr. Murrell attended Yale University in New Haven, Connecticut before transferring to and graduating from Georgetown University in Washington, D.C. At Georgetown, Mr. Murrell majored in Japanese and minored in Chinese, Linguistics and International Law. He was president of the China Forum. President of the Japan Club and received the Tropaia Award for excellence in Japanese. He then attended the Georgetown University Law Center and graduated with a Juris Doctorate degree. Mr. Murrell has been a member of the District of Columbia Bar since 1976.
